State Law Changes the Work, Metro by Metro

The FTC Safeguards Rule applies to every franchised dealer in every state. That part never moves. State privacy law is a different story, and it’s where a Los Angeles store and an Atlanta store stop looking alike.

California’s CCPA exempts only the financing data a dealer holds under federal law, not the dealership itself, so the service drive’s customer records, the website’s lead forms and the marketing lists still fall under state rules. Minnesota works the same way. Connecticut joined them on July 1, 2026. Most other states with a privacy law, Texas, Virginia, Colorado and Maryland among them, exempt the dealership as a whole entity. Georgia, Illinois, Michigan and Ohio have no comprehensive law at all.

So a group with stores in three states can owe three different sets of rules, and our dealership compliance team tracks them state by state and folds them into one written program your managers can actually follow. Which privacy laws apply to my dealership?
Two layers. The FTC Safeguards Rule applies in every state, and a state privacy law may sit on top of it. In California, Minnesota and Connecticut, the state law exempts only GLBA-covered data, so most other customer data still falls under it.
